For construction sites where it is anticipated that there will be more than one contractor, Clients have a responsibility to appoint a Principal Designer and a Principal Contractor. The Principal Designer’s role is to plan, manage and monitor the co-ordination of health and safety in the pre-construction design phase of a project and involved with design decisions/changes throughout construction. Principal Designers have an important role in influencing how health and safety risks are managed throughout a project. Design decisions made during the pre-construction phase have a significant impact on the safe delivery of each project

HB Projects offer a full Principal Designer service. This includes:

  • Fully coordinated services in line with the CDM 2015 regulations;
  • A suitably qualified and experienced in-house Design and Health & Safety Team
  • Planning, managing, monitoring and coordinating health and safety in the pre-construction phase;
  • Helping and advising the client in bringing together pre-construction information, and providing the information designers and contractors need to carry out their duties;
  • Working with other designers on the project to eliminate foreseeable health and safety risks to anyone affected by the work and, where that is not possible, taking steps to reduce or control those risks;
  • Ensuring that everyone involved in the pre-construction phase communicates and cooperates, coordinating their work wherever required;
  • Setting up a professional tracking process;
  • Contract administration.


As a Principal Contractor, during the construction phase, we have an important role with managing health and safety risks. As a business, we have the organisational capability to undertake this role.

As Principal Contractor we:

  • Plan, manage, monitor and co-ordinate the entire construction phase;
  • Take account of the health and safety risks to all affected by the work (including members of the public) and implement suitable control measures;  
  • Liaise with the Client and Principal Designer for the duration of the project to ensure that all risks are effectively managed;
  • Before the construction phase begins, prepare a written construction phase plan (CPP), develop and regularly review and revise the (CPP) during the construction phase to ensure it remains fit for purpose;
  • Have ongoing arrangements in place for managing health and safety throughout the construction phase;
  • Ensure suitable welfare facilities are provided and maintained throughout the construction phase;
  • Check that all contractors and consultants which we appoint have the skills, knowledge, experience and where relevant, the organisational capability to carry out their work safely and without risk to health;
  • Consult and engage with site workers about their health, safety and welfare.


A high proportion of our projects involve working within live and sensitive environments. We are well-practiced in maintaining ‘business as usual’ during programmes for major works, upgrades and refurbishments.
